EditPlus
“EditPlus is an Internet-ready 32-bit text editor, HTML editor and programmers editor for Windows. While it can serve as a good replacement for Notepad, it also offers many powerful features for Web page authors and programmers.”
This is the program for me when it comes to web design. After making the change to PHP, I do all my designing manually by hand with the help of Firebug, so all I need is a light weight text editor. EditPlus goes above and beyond to support the ftp protocol, syntax highlighting, line numbering, column selectiong, REGEX, in built browser, and a tab bar to work on multiple documents at once.
EditPlus takes up 2.7MB and supports USB Installation out of the box.

Opera
Where to start…
Opera is, hands down, the best application to browse the web in.
So many of the new and exciting features of the other browsers (Internet Explorer & Firefox) were in fact pioneered by Opera and just imitated by the others. Tabs, Sidebar, Site specific preferences, Search engine integration, Mouse gestures, Kiosk mode, Optical zoom, Fast-Forward, Automatic session saving (even unexpected crashes), Total full screen mode, Mail & Chat support built in.
The newer version of the browser also have a built in bittorrent downloader, Widget support, as well as a new feature called SpeedDial.
Opera also has a great emphasis on Web Development, and supporting the current standards. For example, Opera has been passing the Acid2 test with flying colours for quite some time. Now IE is definitly hopeless when it comes to Web Standards, but Firefox? Where has Firefox been all this time?
